I can't comment on the mainland mot figures, but on brake test here in NI the imbalance has to be no greater than 30%. I have never had a problem at mot in 12 years of having my minor. I always carry out a manual brake test front and rear with the car in the air, a week or two before taking to the mot centre.

The brake efficiency figures have got stricter... but only for cars registered in 2010 and later... still 50% for minors.

I understand at this moment in time the present MOT testers manual states the requirements of a 50% minimum efficiency for 'service' brakes applies to cars built after Jan 1968 (4 wheel cars built before Jan 1968 actually appear to have a figure of only 40% minimum efficiency on 'service' brakes) The 25% Parking brake efficiency is the same for both pre Jan 1968 and cars built after Jan 1968. or:
Vehicles with 3 wheels with a service brake operating on ALL wheels and a parking brake operating on at least one wheel which were first used:
i) before 1 January 1968 40%
ii) on or after 1 January 1968 50%
