HIF 38 vacuum

ok I know this has been gone over lots of times, and I've read most of the posts. It seems that nearly everyone has a hif38 with a little vac take off just behind the flange to manifold mounting. I don't have this, I have a hole perhaps 3mm and this hole goes to a very tiny hole which is closed off by the throttle disc when closed. is this the vacuum port? how do I use this, shove a silicone pipe in with silicone around? It is the vacuum connection for the dizzy -you would need to glue in a short stub of metal pipe - then fit the flexi to that and lead to the dizzy.
