Vacuum advance not working

Hi folks,
I've just tested my vacuum advance and after sucking on the pipe there was no movement of the baseplate in the dizzy.
The pipe is patent and I successfully tested it on another dizzy (not one that is suitable for my 1275 ital engine unfortunately).
I'd be grateful for advice on how to fix this.
Would it explain why my car is stuttering under load with the occasional metallic popping sound under heavy load?

Absolutely - when you suck - is there any resistance? If so it may just be stuck and some thin oil in the dizzy may help. If no resistance - it's burst and a new vacuum unit is required. May be a chance to consider a complete new dizzy from simonbbc or accuspark.

Seems to be some resistance on sucking but not lots
I will try some oil to see if its stuck

It should feel completely blocked when you suck - no air coming through at all.
