etch primer is used to give a sound base on bare metal for primer filler,not normally used on its own,how can you flat it down,which you need to to put the top coat on,without risking doing down to bare metal again,never known it to be used on its own,but may be ok,I would'nt risk it myself,top coat paint is too expensive to have to redo.

As above, the etch is a surfacer for the steel to get a good bond and while it can also be used as a primer it is nor really suitable for bodywork as it will not fill imperfections. It might not be the best surface in any case depending upon your chosen top coat.
That said, it is fine for brackets etc. that don't need a high quality surface finish.
