To an extent you get what you pay for, but don't take the sellers word for how good anything is, check it all.
Pictures of restoration work in progress, bills and a magnet to test for filler are all useful.
Whatever you do don't be taken in by a shiny paint job, the important stuff is underneath!

You are right, the gutters are a common problem, there may be some vans out there with good ones but not many. They can only be tarted up without taking the roof off, as the rust creeps around, which in turn, corrodes the van side flanges. You can just manage to get your fingers into these flanges from inside the van to feel how rough the metal is! A roof off job is not much fun, unfortunately the only way if you want a complete cure. Check the cab gutters as well.
