two of the captive nuts on my crossmember have come loose, is there a way of reattaching them?

Remove the gearbox cover (lots of brass screws in the floor). To do this, it's probably easiest to remove the seats to start with. You now have access to the inside of the chassis legs where you'll find the nuts. If you're lucky the loose ones are on the opposite side to the master cylinder and can be welded back in place. If you're unlucky, you'll also have to remove the master cylinder in order to get access to the nuts. The nuts should be retained by a cage. If you're very, very lucky, squeezing the the cages with mole grips will be enought to hold everything, but I would recommend welding new cages.
