It's a rubber hose that connects at the top to the intake side of the air filter. What is hanging down is the hose a with a plastic/metal disc on the end. this was attached to something that dissapeared in the bump I think. Also unconnected but presumably disloated in the bump are a couple of wires.
The car still runs ok.
