Spray on or brush on rust treatment

I'm starting to worry about the hard to get at bits of bodywork, particularly under the lip at the top of the pick-up sides. This is a painted area, but I can feel the surface rust I think.

What sort of rust treatment could/should I spray or paint under there, and also around the bolt heads in the load area?
