Mystery part and where to mount horn

Reassembling my truck and have this mystery part.
Any thoughts as to what it is and where it goes? 7.5" long.

Also. Where does the horn mount? Did it mount inside on inner wing, or did it mount to the bumper? Don't see any holes on the bumper or bumper bracket that correspond to the ones on the horn.

the first picture is the demister vent that fits under the dash, you find either side 2 holes on top of the dash, these fit under that

and the horn normally mounts on the right hand inner wing down by the tie plate

Also the horn has an L shaped bracket fitted between it and the inner wing
