What is the best way to remove rust/restore chrome wheel centres?

My 1970 Minorhas fibreglass? wings are they worth putting back on or is it best to replace?

Rusty hub caps - just get others - plenty on ebay.
FG wings are ok - some will deplore them, but I see no problem. After all - some of the vans had rubber wings!
