Yes the float clearance is set by bending the arm, but if it's flooding it's likely to be a very slight leak from the float needle valve. When working correctly, the float opens and closes the needle valve to maintain a fairly constant fuel level in the float chamber.
When the valve leaks, the float cannot close it any further.
