I'm most used to these on Minis (where I go by feel), so...
Leaning over the engine from the dizzy side, the mixture screw is recessed in the rear left corner of the carb. Needs a stubby to get at on a Mini, but should be quite easy to spot and tweak on a Minor
It works a little pivot affair on the jet, so as Onne says, it's in for rich and out for weak.
The best thing to do is probably to pop the carb top, and wind the jet up to flush with the bearing (the outer ring you can see). Then take it down a fraction, so it's maybe half a mm or so below the outer bit. Should get the engine running, though it'll probably need a bit of choke till warm, then you can do the usual back and forth till you hit the right spot, just like HS carbs
