You need to make sure that the rear brakes are properly adjusted, than if the handbrake still needs further adjustment behind the lever you will find the cable adjusters its possible there might be carpet over them, dont overdo it and make sure the brakes dont drag when you have finished.

I suggest you slacken off the handbrake - then grease the cables and make sure the mechanisms at each rear wheel are moving nicely - clevis pins free and not seized. Then adjust up the rear brakes - and only then, adjust up the handbrake to where you want it. Don't make it too tight - it's good to give it some movement each time you use it.
