The problem is almost certainly a stuck (sometimes called frozen) clutch. Basically a little corrosion has stuck the clutch plate in position through lack of use. Generally easily cured. The outer undersill is what the sill rail bolts on to. The original sections seem to have been removed from the car pictured at some time and replaced by some fabricated repair sections.

I must say that I've never heard anyone refer to the later 9H horn as a "windtone". Anyone referring to a windtone horn has in my experience always meant the earlier WT horn as pictured. These were fitted to the Minor 1000 from its introduction in 1956 until around 1963.

I don't think you'll really find anything "Genuine Lockheed" now apart from new/old stock. Lockheed ceased to exist as a company some years ago. There are specialists around who will recondition a servo.

You shouldn't need to go much higher than the manufacturer recommended in the first place. Some experimentation is fine and different makes of tyres might run better at slightly different pressures but these are the recommended pressures copied from the original driver's handbook.

Oh well. I expect there are plenty of sound secondhand ones about still if not available new :) I reckon your Minor is in unusually good condition around the engine bay and inner wings. They were poorly painted from new around the engine bay, so very few original cars look smart in those areas.
