Your gut feeling correct - 200 miles to the pint is excessive.!! I suspect the valve guide seals and possibly worn valve guides. Rather than butcher the B post, and if you really want to do this, have you considered. externally fitted trafficators , often seen on earlier Minor LCV's as they were not fitted with trafficators? How can you overfill, the filler plug is the level. Even if you filled to the top of the threads it wouldn't be way oveffilled. Cant understand why you had to suck oil out? Quite simple really.
