Just a thought . . . If you take a vehicle, that doesn't require a MOT due to age, to an MOT tester - do they log the test as a normal car e.g. do all the paperwork? If yes then I'd expect the car would have to follow the same rules as a current car does. If, however, the MOT Tester just carries out...
