All it'll take is a spate of accidents and/or fatalities involving classics that are not MOT'd in which the roadworthiness of the vehicles is at fault or suspect, and there will be a clamour for "something to be done".

The inside of the lower piece is threaded, like like the same thread as on the rear axle, where the hub nut fits.

I see, and the stepped washer fits in the original tie-bar bracket and locates the bolt on the end of the bracket for the adjustable tie bar?
Presumably the washer is 1/2" inner dia?

Rotor arms are not infallible either, they can crack & short and if bad enough fail totally. If you haven't got a spare you're going nowhere.
Of course, that applies whether you have electronic or mechanical ignition.

I don't understand why radials would need to be kept in their original position "to keep their balance"?

Surely if they are balanced off the car then it doesn't matter which position they go in?
