I don't understand why you feel the need to 'fill the float chamber' the day before. About 10 seconds of the key 'on' should be enough. Fuel isn't that volatile the float chamber contents are going to evaporate in a few months. As Stephen advises, all I do is turn on and wait for the ticking to ease...

If you look at Bern's picture it looks as though the smaller length fan has a wider blade. So the air displacement may be closer than you would think. I concur with firedrake, the other end of that wire is in the blob of solder on the Slip-ring. The Horn Circuit is a switched Earth, the connection from the horn(s) comes to the leaf spring that contacts the Slip-ring.
