Engine turns freely. Yes. Not seized and I e turned it over using the starting handle.

I see it does require a little fettling then to make it work. That guy from the other forum didn't fit the rear seats however and I'm considering fitting the set of seats. Possibly the Bendix gear is sticking. It sounds as if the starter is spinning but the gear is not moving forward to engage with the teeth on the flywheel.
