Have you checked the diff oil?
A dry worn diff will whine under load...

I use strip n clean disc's on a small angle grinder, there not too expensive quite long lasting and the finish left behind is scratch free and ready for a quick panel wipe and etch priming, there pretty flexible and can be forced into most corners and awkward areas, The only thing i would say is be ...

The cable will be either fraid or not inline properly where it enters the back of the speedo,
It may just need realigning or tightening up a bit...

I'm about to carry out the same repair to both sides on my car, I will be fitting them more or less the same as your's except I will joggle a seam around the remaining arch before fitting the repair flange's, I don't use seam welds for this type of repair prefering to use either spot or plug welds, ...

Just had a quick google and came up with a 12G1316 cylinder head,
Your quite correct with regards to emission's,
Apparently reffered to as the american smog head and is described as an excellent base for heavy modification,

Interesting... I don't think these will be emision related as they would appear to directly enter the combustion chambers, I seem to remember reading about a diesel 948cc A series engine that was used in a small nuffield tractor, Although obviously not the same as your head it did look quite simular...

I believe it's recommended to advance an a series cam by approximately 4 degree's and understand this is due to slack in the timming gear,
I was given timing instuctions and a dial gauge when i bought a kent 266 kit recently,

It's the float chamber overflow outlet,
Should have an open ended pipe attached to redirect any an overflowing fuel down and away from the exhaust,

Terimal #16 will be the + Positive,
the other side should be marked with the number #1 and is - Negative (contact breaker side)

A good wash and T cut it would not look too bad, cleaning the roof might be a bit tricky. Is it possible there are different base plates?
I've just refitted mine and found that it can pivot approximately 10mm on the retaining pin,
I didn't notice if both holes were slotted though.
